Nancy C. Belton, CPA
Nancy graduated from Lycoming College of Williamsport, Pennsylvania in 1977 with a Bachelor of Arts degree in Accounting. She joined Daniells Phillips Vaughan & Bock in 1984, was promoted to manager of the accounting and auditing department in 1986, and was admitted as a partner in 1989. In 2014 Nancy was appointed to the position of Managing Partner. Nancy’s many years in public accounting include a vast amount of accounting and auditing experience in various industries including construction, agriculture, wholesale, retail, pension plans, governmental and non-profit organizations.
Nancy is an active member of the American Institute of Certified Public Accountants, the California Society of Certified Public Accountants and the National Association of Professional Women. She has served on the Accounting Principles and Auditing Standards Committee at the State level and the Governmental Accounting and Auditing Committee at the local chapter level. In addition she is an associate member of the California Association of Non-Profits and the Water Association of Kern County.
Nancy is active in community affairs having served in officer roles on the Boards of Goodwill Industries of Kern County and the Kern Chapter of the American Red Cross.

Jim is a 1973 graduate of Cal State University Bakersfield, he was named the School of Business’ outstanding alumnus for 2001-2002 and was elected to the CSUB Hall of Fame in 2010. He holds a Bachelor of Science degree in Business Administration, with a concentration in accounting. As a senior, he was named the school’s outstanding business student and is a member of Beta Gamma Sigma.
Jim joined the firm in 1977 and was admitted as a partner in 1979. He served as the firm’s President from 1990 until July 1991 when he was named Managing Partner and served in that position until July 2014.
Jim has spent most of his professional career advising businesses on various financial, tax and strategic matters.
He has been active in the California Society of Certified Public Accountants since 1975 and has held the offices of President, President-elect, Secretary, and Treasurer of the Bakersfield Chapter. He has also served as a member of various local and state level committees of California Society of Certified Public Accountants.
Jim has served as the alumni representative on the Student Union Governing Board of his Alma Mater. He has also chaired the Bethany Service Center and is a past Head Trader of Trade Club of Kern County. Jim has served on the boards for Garces High School, the American Heart Association, the Court Appointed Special Advocates Board and the Greater Bakersfield Chamber of Commerce. Jim is currently a member of the Kern County Treasury Oversight Committee and board member of Valley Achievement Center. Jim is also an alumnus of Leadership Bakersfield – Class of 1996.

Joel graduated from California State University, Fresno, with a Bachelor of Science degree in Business Administration – Accountancy Option in 1998. In 2006, he graduated from Golden Gate University with a Master of Science in Taxation.
In 2004, he joined Daniells Phillips Vaughan & Bock and became a partner in 2012. Joel is also the partner in charge of the firm’s Tax Department.
Joel started his career with a large local firm in Fresno and became a Certified Public Accountant in 2001. Joel’s experience includes tax planning and compliance primarily for closely held partnerships and corporations as well as individuals. He has experience in a variety of industries including real estate, construction, agriculture, wholesale, retail, and professional services.
Joel is a member of the American Institute of Certified Public Accountants and the California Society of Certified Public Accountants. He has previously held several positions as the state and local level for the California Society of Certified Public Accountants including President of the Bakersfield Chapter and Chair of the Bakersfield Chapter Taxation Committee. Currently, Joel serves at the Treasurer and Trustee for the Mendiburu Magic Foundation and is a member of the Leadership Bakersfield Class of 2014.

Patrick Paggi graduated from California State University Sacramento in 1982 with a Bachelor of Science Degree, and a concentration in accounting.
Patrick was granted his CPA license in 1989. He began his employment with Daniells Phillips Vaughan and Bock in 1993 as a Senior Accountant. He was promoted to the position of Manager with the Firm’s Financial Reporting Services Department and in August 2001 became a partner. In July, 2014 Patrick was named as the partner in charge of the firm’s Financial Reporting Services Department in addition to also serving as the firm’s Chief Financial Officer.
Patrick’s expertise falls in the category of audit and accounting, non-profits, light manufacturers, construction contractors, home builders and employee benefit plans.
Patrick is a Member of the California Society of Certified Public Accountants, and a Past President of the local chapter. In addition, he is a member of the American Institute of Certified Public Accountants.
Community service involvement current and past includes the Bakersfield Breakfast Rotary Club of which he is a Past President, American Cancer Society, Italian Heritage Dante Association, Goodwill Industries of South Central California and Cal State Bakersfield Roadrunners Club.

Randy graduated from California State University of Fresno in 1969 with a Bachelor of Arts Degree in Accounting. Randy carried on his accounting practice in his own firm until 2001 when his firm merged with Daniells Phillips Vaughan & Bock. Randy is a partner in the firm. Randy’s practice of accounting has been focused in the area of tax and he has assisted clients in a variety of businesses including construction, farming, retail and wholesale, agriculture, and professional services. In addition, Randy also assists his clients with their financial and estate planning.
Randy is a Certified Public Accountant and is a member the American Institute of Certified Public Accountants and the California Society of Certified Public Accountants. He has served on various committees at the local and state level.
Randy is active in the community and has served on numerous community boards in various capacities. He has been a member of the Kiwanis Club of Bakersfield for more than 30 years and is a past president and current board member.
Shannon Webster, CPALearn More
Shannon Webster, CPA
Shannon M. Webster graduated from California State University, Bakersfield in 2001 with a Bachelor of Science degree in Business Administration, with a concentration in accounting. Shannon was granted her CPA license in 2004. She began her employment with Daniells Phillips Vaughan & Bock in 2000 as an intern. Shannon now has over 15 years of audit and accounting experience, working on a variety of governmental and nonprofit organizations.
She was admitted as a partner in July 2018.
Shannon is active in the community, having served as President of the Rotaract Club of Bakersfield, a division of East Bakersfield Rotary and Rotary International. Currently she serves as the treasurer for CASA (Court Appointed Special Advocates for Children) and she is the chair of the finance committee. Shannon is an active member of the American Institute of Certified Public Accountants and the California Society of Certified Public Accountants.
Shannon hails from a racing family. She was introduced to the sport when her parents encouraged her to race Quarter Midgets. In 30 years of racing, she has compiled a long list of wins and was the first female driver to win multiple national championships in the Midget Division.

Stephanie graduated from California State University, Bakersfield in 1997 with a Bachelor of Science degree in Business Administration. She became a Certified Public Accountant in 2001 and spent the first 17 years of her accounting career with a national accounting firm.
Stephanie joined Daniells Phillips Vaughan & Bock in 2014 and was admitted as a partner in 2018.
Stephanie’s experience includes assisting small to mid-size businesses and their owners with income tax planning and compliance in a variety of industries including healthcare, agriculture, real estate, oil service, construction, and professional service industries.
Stephanie is a member of the American Institute of Certified Public Accountants and the California Society of Certified Public Accountants. Stephanie is also a graduate of the Leadership Bakersfield Class of 2014.
